Bobby, I Don't think I have ever seen this piece of equipment in operation. However it looks to me like a multi-headed crimper of some sort.

I think this is a swaging tool for shank terminals. The die openings get progressively smaller allowing the cold flow of the terminal to the cable, again, I think.
